The Illinois Animal Control Act, 510 ILCS 5/16, states in relevant part as follows:
"If a dog or other animal, without provocation, attacks or injures any person who is peaceably conducting himself in any place where he may lawfully be, the owner of such dog or other animal is liable in damages to such person for the full amount of injury sustained...."
If you own, harbor or have control over an animal you face the real possibility of being legally responsible in Illinois for any and all injuries caused by the animal if it injures a person who otherwise is peacefully conducting themselves in a place where they have a legal right to be. For example, if good old "Fido" bites your mailperson; or social guest you now have a major problem that hopefully your homeowner's or renter's insurance will pick up the costs of defense and pay any damages for which you would be otherwise responsible.
